Two systematic literature reviews Angelis et al., 2018, and Hailey et al., 2016 which were conducted to evaluate the impact of HTA on health care systems concur in many of their findings. Angelis found that comprehensive and systematic assessment improves transparency which leads to rational decision making for it based on evidence. In the long-term, it might improve efficiency in resource allocation and raise public confidence and fairness.1 Again, Hailey found that HTA helps to improve resource allocation, as well as it generates cost saving through disinvestment decisions, at the same time HTA improve patient access to health technologies. Aside from enhancing research practice, he concluded that HTA improves the health status of patients in general.2

Furthermore, the formal implementation of HTA can improve allocative efficiency (Henshall 2012; Tunis and Turkelson 2012) and have positive spillovers beyond sound reimbursement decisions, such as strengthening the dialogue between relevant stakeholders and focusing the public debate on patient-level outcomes (Gerhardus et al., 2008).” 4
In Thailand, HTA uses less than 0.01% of the health budget and results in more than $100 million/year savings from price negotiations alone.5While Egypt already is not among the top countries when it comes to government expenditure on health, rationalizing expenses is a key element for a sustainable health care system. Using HTA in reimbursement decision decreases health expenditure and minimized the budget impact.6
